The film tells the story of a group of gangs who planned to steal paper to print the American currency and were able to implement their scheme. The police are trying to find them, but they must turn to the martial arts master, Tommy Lee, where he threw a gang and got his private CD data. Things seem to turn out to be an unwanted track when Tommy insists that the police not give this CD and no one knows why he did this in this mysterious case.
