The movie follows the story of Chun, a corrupt police inspector, as he conducts various operations, but the authorities have been unable to infiltrate his inner circle. At this point, Chun faces a different experience by confronting the gangster Da, the anti-Manchu revolutionaries, and some fugitive pirates, who are largely loyal to Manchu.
