A radioactive meteorite hit the Earth in a bit, as a genetically modified group known as The Rochester 13 managed to gain amazing powers at that time. Ian Sparks collaborates to battle against the criminals who reign in the streets of New York, as he experiences his experience with a lady called the beautiful Heavenly. The duo, who are on their mission, may start and create an unstoppable team that will destroy the city's thugs army.
